my idiot friend (i hesitate to even call him a friend these days) thinks its as easy as picking a new design and going right on over the old one (which he thinks is retarded [after less than 5 years]).

It seems probably. I know that army regulations stipulate that any potentially objectionable tattoos that can't be covered up by uniforms must either be removed or covered up.

It's like paint on a canvas. You could go darker. You can't remove any existing line (without acid or lasers). So yes, it can be covered if it can be incorporated, or blacked out.

Tattoo artists do this all the time, all they do is just redesign the tattoo to make it different, no biggie.

It can be covered with black ink. But if the tattoo was very dark to begin with, I'm not sure.
