Are you serious? I don't mean to be rude, but maybe you should watch it again. David Tennant's character may have taken the Polyjuice Potion to look like MadEye, but that doesn't mean Tennant has loads of screen time. We see tidbits of him mostly, sans the end of the movie when his evil antics are revealed.

 

And are you talking about Barty Crouch Jr. or David Tennant? Barty Crouch Jr. is EVIL so of course he's an ass, but I'd wager Tennant's assholery is linked to a) him being an actor (egotists, most) and b) him being stalked by obsessive Doctor Who fanfic writers who think they are aliens.
