the last westjet flight i went on, the pilot came on and said "hi folks. i'm the guy flying the plane today. just so you know, we have reached a cruising altitude of xx,xxx feet, with the windchill factor, we have an outside temperature of -30* centigrade, so keeping that in mind, please keep your arms and legs inside the cabin for the duration of the flight."
