I don't think panhandling should be outlawed anymore than busking should. It's subjective, we give money to those we feel we should. It's our choice.

I said yes to a point... I think as minors reach the age when they can be tried as an adult for a crime, they should have certain additional rights, not necessarily full rights that they'd have as an adult but some measure of them.
